RESEARCH 04 — WATER EXCHANGES & DELIVERY

New water only matters if it changes the river equation.

This page tests the bridge between producing water near the coast and actually reducing Colorado River withdrawals or releases.

Research rule:Separate physical water production from legal and operational water credit. The net river benefit must be demonstrated, not assumed.
FACT 01
1.5 MAF/yrMexico treaty quantity
Supported

Mexico has a defined Colorado River delivery framework.

The 1944 Water Treaty and subsequent IBWC minutes govern U.S.–Mexico Colorado River deliveries. Those agreements provide the legal context within which substitutions, conservation and new-water projects must operate.

What it means

A Mexico pathway can be analyzed against an existing binational water-accounting framework.

What it does not prove

A treaty quantity is not automatically available for substitution, and a new exchange would require agreement and compliant water quality/accounting.

FACT 02
Like amountpreserved in Lake Mead
Supported

Reclamation already uses substitution logic to preserve Colorado River storage.

Reclamation states that treated water from the Yuma Desalting Plant is intended for inclusion in deliveries to Mexico, thereby preserving a like amount of water in Lake Mead.

What it means

The basic substitution mechanism behind our concept has a real operating precedent.

What it does not prove

It does not mean every acre-foot of future desalinated seawater automatically earns an acre-foot of Mead storage.

FACT 03
Minute 323binational cooperation
Supported

Sea of Cortez desalination sits inside an existing U.S.–Mexico cooperation framework.

IBWC Minute 323 extended cooperative Colorado River measures and includes the Binational Study of Water Desalination Opportunities in the Sea of Cortez.

What it means

There is a diplomatic and technical precedent for jointly studying new supply and conservation mechanisms.

What it does not prove

A study framework does not guarantee political agreement, financing, permits or future treaty treatment.

FACT 04
Accounting mattersLocation + timing + losses
Supported

Engineering new water is only half the exchange problem.

The net Colorado River benefit depends on where new water is delivered, which river demand it replaces, timing, conveyance losses, water quality and the legal accounting accepted by the relevant parties.

What it means

Our model must calculate net river relief rather than equating plant production with reservoir benefit.

What it does not prove

The current evidence does not establish a universal 1:1 credit for future Mexico or California exchange projects.
